The card's name, "Tactical Espionage Expert", is a nod in itself: "Tactical Espionage Action" is a secondary subtitle seen in the logos for all four Metal Gear Solid main titles, and is often also used to describe the genre of the series. 
The two guards in the background loosely resemble Gurlukovich Soldiers, the main enemies in this chapter.
The look of the location in the card heavily resembles the lower deck corridors from the Tanker the first chapter of Metal Gear Solid 2 takes place. He's also seen leaning against a wall, a gameplay mechanic featured in most games of the series. The spy portrayed in the artwork wears an outfit derived from Snake's Sneaking Suit as first seen in Metal Gear Solid 2. The card features a scene with several nods to the series: The card was first available in the "Rise of Destiny" Booster Pack, released on August 2004 in Japan and later on November in North America. The card "Tactical Espionage Expert" from the Yu-Gi-Oh! Trading Card Game (Official Card Game in Japan) is based on the Metal Gear series, and specifically on Solid Snake's appearance from Metal Gear Solid 2: Sons of Liberty.
